Provision new tenant

Creates the tenant workspace and its first admin user. The admin must change the temporary password on first login.

Tenant
The workspace identity. Slug becomes the subdomain.

Workspace URL: <slug>.bcsender.com

First admin user
This person can invite teammates inside the tenant.

Communicate this to the admin out of band. They will be forced to change it on first login.
